Peter N. Fowler is the Founder and Principal of Fowler SEAsia/Pacific IP Advisors, specializing in intellectual property, arts, entertainment, and international trade matters across Southeast Asia, the Pacific, and the United States. He serves as the U.S. Strategic Partner of Mane Law Firm, providing strategic counsel on cross-border intellectual property, international trade, innovation, and U.S.–Asia legal and commercial cooperation.
...Before retiring from the U.S. Department of Commerce in 2026 after more than 30 years of federal service, Mr. Fowler held several senior leadership positions at the United States Patent and Trademark Office (USPTO), including Senior Counsel for Enforcement and Regional Intellectual Property Attaché for Southeast Asia, based at the U.S. Embassy in Bangkok. A globally recognized intellectual property expert, he represented the United States in the World Intellectual Property Organization (WIPO), APEC, ASEAN, and major international trade negotiations, contributing to intellectual property policy, enforcement, and capacity-building throughout the Asia-Pacific region.
Before joining the U.S. government, Mr. Fowler practiced copyright, trademark, entertainment, and media law in San Francisco, representing artists, authors, filmmakers, and creative organizations. He has taught at several universities, authored numerous publications on intellectual property and international trade, and received multiple U.S. Department of Commerce Gold and Bronze Medal Awards for distinguished public service.
Mr. Fowler holds a Juris Doctor from Golden Gate University School of Law, as well as master’s degrees in Political Science and Education.
